Capacity, species preferences, and current placements on every foster record, so you know who can take the dog standing in front of you.
Application, approval, home visit. Then placements.
A foster is not placeable until all three are done, and the system holds the order rather than trusting anybody to remember it.

They apply
Your own questions, on a link you can put in a post, an email or a QR code on the kennel door. Anyone browsing for a shelter to foster for can find yours and start there.

You approve
Review it with the same notes thread and the same decision trail as an adoption application. Approving it creates the foster record in the same step.

A home visit has to pass
Schedule the visit and record how it went. An approved application on its own is not enough: no animal is placed until the visit is on file and passing.

The placement window opens already filtered to the fosters who fit: the species they said they would take, and the ones who still have room. Age is there too if you want it. One click clears every filter, so a willing foster is never hidden by a preference they left blank.

Somebody already at capacity is shown as full rather than left for you to work out. How many animals each foster can take is on their record, not in your head.
Fosters get a login, not a group chat.
They see the animals in their care and can message your staff about them on the animal’s own record, so the conversation about the puppy with the cough is attached to the puppy with the cough.
When a foster asks to keep the animal, the adoption starts pre-filled from what you already know about them. Foster to adopt is a conversion, not a fresh application from a blank page.
